You can remove a user from an organizational unit, or remove the organizational unit from the user profile. The user will still belong to the portal, but will lose his connection to a particular organizational unit.

In the user list, you can see the user listed without any link to an organizational unit, but with the portal's name:

If you'd like to see a list of users on the portal that are not associated with an organizational unit, go to Organizational structure and click the Unassigned users button.
